Scope

This document specifies the technical requirements, statistical scope, calculation principles, calculation methods, and energy-saving management and measures for the energy consumption limit of centralized heating steam per unit product (hereinafter referred to as energy consumption).
This document is applicable to the calculation and assessment of energy consumption per unit product of centralized heating steam in heat source plants using industrial boilers and combined heat and power heating, as well as the energy consumption control of new and expanded projects. This document is not applicable to distributed energy, enterprise-internal industrial boilers and combined heat and power heating systems, or heat source plants that use hot water boilers to provide heating for urban commercial and residential buildings.
