GB 15581-2016 Emission standard of polluants for caustic alkali and polyvinyl chloride industry

Scope

This standard specifies the emission limits, monitoring and control requirements for water and air pollutants of soda ash and polyvinyl chloride (PVC) industrial enterprises, as well as the implementation and supervision of the standard. This standard applies to the management of water and air pollutant emissions from existing soda ash and PVC industrial enterprises, as well as the environmental impact assessment, environmental protection facility design, completion environmental protection acceptance, and post-commissioning management of water and air pollutant emissions from new construction projects of soda ash and PVC industrial enterprises. This standard applies to pollutant emissions permitted by law. The siting of new pollution sources and the management of existing pollution sources in special protection areas shall, in addition to implementing this standard, also comply with the relevant provisions of laws, regulations, and rules such as the Water Pollution Prevention and Control Law of the People's Republic of China, the Air Pollution Prevention and Control Law of the People's Republic of China, the Marine Environmental Protection Law of the People's Republic of China, the Solid Waste Pollution Prevention and Control Law of the People's Republic of China, and the Environmental Impact Assessment Law of the People's Republic of China. The management of water and air pollutant emissions during the production of potassium hydroxide from electrolytic potassium chloride shall refer to this standard. This standard does not apply to the management of pollutant emissions during the production of soda ash by the caustic method. The control requirements for water pollutant emissions specified in this standard apply to the direct or indirect discharge of water pollutants by enterprises outside their legal boundaries.
