Scope

Article I: In order to standardize the filling permit work of mobile pressure vessels and strengthen the safety management of mobile pressure vessel filling units, these rules are formulated in accordance with the "Regulations on the Safety Supervision of Special Equipment" (hereinafter referred to as the "Regulations"). Article II: Units engaged in the filling work of mobile pressure vessels within the scope of application of the Regulations shall comply with the provisions of these rules. Article III: The mobile pressure vessels involved in these rules include railway tank cars, automobile tank cars, long-tube trailers, tank containers, and tube-bundled containers, etc. The filling media of mobile pressure vessels include compressed gases, high (low) pressure liquefied gases, refrigerated liquefied gases, and liquids with a maximum working temperature higher than or equal to their standard boiling point (Note). Note: For the specific meaning of filling media, please refer to the "Regulations on the Safety Supervision of Mobile Pressure Vessels". Article IV: Units engaged in the filling of mobile pressure vessels shall obtain the "Mobile Pressure Vessel Filling Permit" (hereinafter referred to as the "Filling Permit") from the quality and technical supervision departments of provinces, autonomous regions, and municipalities directly under the Central Government (hereinafter referred to as the "licensing authorities") before they may engage in the filling of mobile pressure vessels within the scope of the permit. Article V: The appraisal and review institutions responsible for the appraisal and review of the filling permit for mobile pressure vessels (hereinafter referred to as the "appraisal and review institutions") shall be announced by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (hereinafter referred to as the "National Quality Supervision and Inspection Administration").
