本标准规定了海洋运输船舶应变部署表和应变部署卡的基本要求，货船和客船在发生弃船救生、消防灭火、封闭处所进入与救助、客船破损控制等紧急情况时，船上所有人员的分工部署、职责和技术动作，以及应变部署表和应变部署卡在船上的配备和填写要求。
