Scope
This document applies to government services implemented by provinces, cities and counties (districts), towns (streets), villages (communities, residential areas), and key industrial parks, and is used to guide, dynamically manage, supervise, and standardize government services across the province. In cases where laws and regulations stipulate otherwise or involve state secrets, the provisions of relevant national departments shall be followed.
