Scope

This standard specifies the maximum allowable emission concentration limits for particulate matter, sulfur dioxide, nitrogen oxides, carbon monoxide, and mercury and its compounds in boiler flue gas, as well as the limits for flue gas blackness. This standard applies to single-stage steam boilers with an output of 65 t/h or less, hot water boilers of various capacities, and organic heat-carrier boilers that use coal, fuel oil, natural gas, and biomass-based fuels as their fuel sources; to stoker-fired boilers and pulverized coal boilers of various capacities. Boilers that use fuels such as coal briquettes, water-coal slurry, coal gangue, petroleum coke, and oil shale should refer to the emission control requirements for coal-fired boilers in this standard. Boilers that use fuels from woody or herbaceous plants should refer to the emission control requirements for biomass-based fuels in this standard. Other fuels should refer to the most stringent emission control requirements for their respective forms. This standard does not apply to boilers that use municipal solid waste or hazardous waste as their fuel. This standard applies to the management of air pollutant emissions from in-use boilers, as well as the environmental impact assessment, environmental protection facility design, environmental protection completion acceptance, and pollutant discharge permit for new, modified, or expanded boiler construction projects, and the management of air pollutant emissions after their commissioning.
