Scope
范围:本文件规定了陆上石油天然气开采工业环保管家服务的术语和定义、总体要求、服务内容、现场排查内容、排查要求、服务模式及服务评价。 本文件适用于规范和指导第三方环保管家服务单位向陆上石油天然气开采工业企业提供环保管家服务; 主要技术内容:“环保管家”是在新时期背景下，第三方专业环保服务公司为企业提供的一体化环保服务和综合解决方案，是确保企业在环境治理领域处于行业领先水平的重要举措。环保管家从环保政策解读、环保问题咨询和解决方案、环境违法风险排查管控、污染达标排放等方面向服务对象提供一体化环保服务和解决方案的清单式服务，协助服务对象解决环保问题，提升环境管理水平。随着生态环境保护政策、法规出台更新较快，如随着“三线一单”、“碳排放”纳入环境评价等最新政策的实施，企业生态环境保护任务愈加繁重，存在一定的市场需求。石油天然气产业作为新疆的第一大支柱产业，在新疆经济中占有举足轻重的地位。2023年新疆油气产量当量突破6606万吨，居全国首位。实现油气田低碳发展、绿色发展，对于环境保护的要求更加紧迫，对于第三方专业环保综合服务有一定需求。《环保管家服务规范（陆上石油天然气开采工业）》明确了环保管家的机构、人员、管理要求，细化了企业排查的具体内容和要求，并给出排查建议清单，具有较强地指导性和实操性，可以引导环保管家服务行业健康、有序发展
