Scope

This document specifies the functional requirements of smart electric energy meters, including energy measurement, demand measurement, clock, tariffs and time periods, communication, measurement, and detection. This document applies to the design, manufacture, procurement, acceptance, and use of installed smart electric energy meters (hereinafter referred to as "electric energy meters"), including single-phase smart electric energy meters and three-phase smart electric energy meters.
