Scope

This document stipulates the terms and definitions, general provisions, and bill of quantities and measurement rules for highway engineering standard bills of quantities and measurement specifications. This document is applicable to the construction and management of new, modified, and expanded highway projects within the administrative area of Shanxi Province. Its tender documents, budgets of bills of quantities, maximum bidding limits, preparation of bids, determination and adjustment of contract prices, and project settlements shall be implemented in accordance with this standard.
