HJ 864.1-2017 Discharge permit application and issuance technical specifications for fertilizer industry - nitrogen fertilizer

Scope

This standard applies to guiding nitrogen fertilizer industry polluters in filling out the "Application Form for Pollution Discharge Permit" (Annex 2 of the Circular on Water Environment [2016] No. 186) and submitting relevant application information online, and to guiding issuing authorities in reviewing and determining the permit requirements for nitrogen fertilizer industry polluters. This standard applies to the management of pollutant discharge from water and air pollutants by nitrogen fertilizer industry polluters, including enterprises or production facilities that produce synthetic ammonia and urea, ammonium nitrate, ammonium bicarbonate, and methanol-ammonia co-production from synthetic ammonia as raw materials. For nitrogen fertilizer industry polluters that comply with GB 13223, their production facilities and discharge outlets shall refer to the "Technical Specifications for Application and Issuance of Pollution Discharge Permits for the Thermal Power Industry" (Annex 1 of the Circular on Water Environment [2016] No. 189); for those that comply with GB 13271, their production facilities and discharge outlets shall refer to this standard. Once the "Technical Specifications for Application and Issuance of Pollution Discharge Permits for the Boiler Industry" are promulgated, they shall follow the provisions therein. For other pollutant-emitting facilities and discharge outlets of nitrogen fertilizer industry polluters that discharge industrial wastewater, waste gas, or toxic and hazardous pollutants, but are not covered by this standard, they shall refer to the "General Provisions for Application and Issuance of Pollution Discharge Permits".
