Scope
This part of GB/T 16649 specifies the application management commands in a multi-application environment. These commands cover the entire application lifecycle in multi-application integrated circuit cards. These commands can be used before and after the card is issued to the cardholder. This part does not include the implementation inside and/or outside the card.
