Scope
This document provides guidance for planning the involvement of spontaneous volunteers in emergency response and recovery. It aims to assist emergency organizations in developing plans that consider whether spontaneous volunteers can assist with all identified hazards, coordinated emergency response and recovery efforts, how to provide assistance, and when to provide it. This document helps ensure that plans are developed based on risk and prioritizes the safety of spontaneous volunteers, the people being assisted, and emergency response personnel. This document is applicable to all types and sizes of organizations planning and managing spontaneous volunteers (e.g., local, regional, national governments, statutory agencies, international and non-governmental organizations, businesses, the public, and community groups). Tasks performed by spontaneous volunteers only require basic planning (e.g., for first responders at the scene) or slightly more complex planning (e.g., for those supporting affected areas). Volunteers from coordinated rescue organizations or professional organizations are not within the scope of this document.
