本规范规定了重点排放单位的碳计量工作要求，以及对其开展碳计量审查的程序和方法。
本规范适用于政府计量行政部门对重点排放单位组织开展的碳计量审查。重点排放单位根据需要自愿委托碳计量审查技术机构开展的碳计量审查，非重点排放单位的审查可参考执行。
碳计量范围包括：
——化石燃料燃烧引起的温室气体排放；
——能源作为原材料用途引起的温室气体排放；
——生产、废弃物处理处置等过程引起的温室气体排放；
——净购入使用的电力、热力引起的温室气体排放；
——其他形式的温室气体排放。
