本标准规定了太阳辐照度确定过程的一般要求。
本标准适用于提供部分或全部太阳电磁谱的太阳辐照度产品，包括太阳辐照度的测量数据集、参考光谱、经验模型、理论模型和太阳辐照度替代值或指数。
本标准的目的是为航天系统和航天材料用户提供一个规范太阳辐照度的标准方法。
