Main technical content: This document stipulates the working principles of emergency response to biological disasters for hawthorn production entities, the command system and responsibilities of emergency organizations, the establishment of prevention and early warning mechanisms, emergency response, post-disaster production recovery, and safeguard measures. This document is applicable to hawthorn production entities within Xia County, covering large-scale outbreaks and epidemics of migratory pests and epidemic diseases that threaten hawthorn cultivation; outbreaks and epidemics of quarantine diseases, pests, and plants that harm crops; outbreaks and epidemics of foreign harmful organisms announced by the Ministry of Agriculture and the provincial government; other sudden outbreaks and epidemics of pests and diseases; and prevention, control, and emergency response actions for biological disasters in demonstration areas.
