Scope
1.0.1 In order to adapt to the needs of economic and social development and water transportation development, and to unify the requirements for the preparation of bridge navigational safety impact assessment reports and improve their quality, these regulations are formulated. 1.0.2 These regulations apply to the preparation of navigational safety impact assessment reports for new, renovated, and expanded inland and coastal bridge projects. The preparation of navigational safety impact assessment reports for other water-crossing and sea-crossing structures such as cables, pipelines, and tunnels shall be implemented in accordance with these regulations. 1.0.3 For bridge navigational safety impact assessment reports across Class IV and above inland waterways or navigable 3,000-ton-class and above sea-going vessel channels, the preparation units shall have a Class A qualification for water transport engineering design, a Class A qualification for water transport (waterway engineering) design, or a Class A qualification for port and river-sea engineering consulting; for other bridge navigational safety impact assessment reports, the preparation units shall have a Class B or higher qualification for water transport engineering consulting. The preparation units of bridge feasibility study reports shall not undertake the navigational safety impact assessment work for the same project. 1.0.4 In addition to complying with these regulations, the preparation of bridge navigational safety impact assessment reports shall also comply with the provisions of the relevant national standards currently in force.
