本文件规定了四川省规模化畜禽养殖排污单位污染物排放控制、污染物监测，以及实施与监督要求等内容。本文件适用于四川省规模化畜禽养殖排污单位的污染物排放管理，以及规模化畜禽养殖排污单位建设项目的环境影响评价、环境保护设施设计、竣工环境保护设施验收、排污许可证核发及其投产后的污染物排放管理。本文件的水污染物排放控制限值不适用于畜禽养殖污水资源化利用时的水质控制要求。
