Scope

This document stipulates the minimum screening requirements for second-hand goods transactions, donations, or exchanges between China and foreign countries and regions. This document applies to second-hand goods exported from China to other countries and regions, with the target end users being consumers. It aims to guide and regulate the export trade of second-hand goods, promote the healthy and stable development of the second-hand goods export trade, and assist in protecting the health, safety, and environmental protection of consumers when using second-hand goods. This document does not apply to second-hand goods prohibited for export by China, second-hand goods prohibited for import by importing countries, second-hand goods that have been modified, reassembled, or refurbished, second-hand goods primarily used for safety protection, stolen goods, second-hand goods for which the sellers lack the right of disposition, and other second-hand goods that violate relevant international conventions and the trade laws and regulations of importing and exporting countries or regions.
