本文件规定了轮椅车系固和乘坐者约束系统的设计、性能要求、产品标识、标签及生产商为安装人员和客户提供的使用说明和警示的要求，描述了相关试验方法。
本文件适用于轮椅车用作机动车前向座时，采用带式乘坐者约束系统的轮椅车系固和乘坐者约束系统。
本文件适用于体重等于或大于22 kg的儿童及成人用各类手动轮椅车和动力轮椅车，包括三轮电动代步车和四轮电动代步车，所使用的轮椅车系固和乘坐者约束系统，也适用于特制特殊型号的轮椅车(SWM)的轮椅车系固和乘坐者约束系统。
本文件主要适用于整个轮椅车系固和乘坐者约束系统，但有些条款也适用于单独销售的部件、组件和更换件。
