本文件规定了零碳校园创建与评价的基本原则、创建要求及评价体系等内容。本文件适用于既有校园的零碳创建与评价，新建、改建和扩建的校园亦可参照本文件。（一）主要内容本标准主要包括以下内容：1.范围，2.规范性引用文件，3.术语和定义，4.基本原则，5.创建要求，6.评价体系。（二）主要要求本标准创建要求包括建筑系统、节水系统、交通系统、能源系统、环境系统、校园文化、智慧管理及运营保障。本标准评价体系以气候区差异为分区基础，体现采暖制冷需求差异对运行碳排放的影响。通过分级目标引导校园从满足约束底线向基准水平提升，再向先进水平与零碳目标迈进。核心评价指标由三部分构成，包括综合管理、校园碳排放强度和碳中和率3个一级指标和细分7个二级指标
