本标准适用于城市、县人民政府所在地镇和其他具备条件的镇的总体规划和控制性详细规划的编制、用地统计和用地管理工作。 本次修订的主要技术内容是：增加城乡用地分类体系；调整城市建设用地分类体系；调整规划建设用地的控制标准，包括规划人均城市建设用地标准、规划人均单项城市建设用地标准以及规划城市建设用地结构三部分；并对相关条文进行了补充修改。 本标准经住房和城乡建设部以公告第880号批准、发布，自2012年1月1日起实施。原《城市用地分类与规划建设用地标准》GBJ 137-90同时废止
