本标准适用于各类企业党建与生产经营融合创新成果评价，机关事业单位可参照执行。标准明确党建引领、定性定量结合、创新实效并重等八项评价原则，将成果划分为生产攻坚、经营赋能、模式创新等八大类别。构建百分制三级指标体系，设创新引领、实践实效、推广价值、品牌影响 4 个一级指标，对应 12 项二级、35 项三级指标，采用统计数据法、证据判断法、量表法取值，加权计算综合得分。按综合得分与维度阈值双控，划定一等、二等、三等及不予定级，规范申报、初审、评审、核验、公示、认定全流程，并明确结果用于等级认定、推广、培训、整改提升等应用场景，配套规范性评价量表与申报表格
