Scope
This document applies to water resource and water-saving management-related work in Hainan Province, including planned water use management, water resource assessment for construction projects, approval of water withdrawal licenses, water-saving evaluation, the creation of water-saving carriers, and surcharge water resource fees (water charges) for exceeding quotas (plans). It can also be used as a reference for water resources planning and design, development planning for related industries of the national economy, etc. Haikou City, Sanya City, Danzhou City, and other 15 directly-managed county-level administrative regions of the province are recommended to implement it, and Sansha City can refer to it for implementation.
