Scope

This document establishes the accounting principles and processes for greenhouse gas emissions from solid waste incineration enterprises, defines the accounting boundaries and emission sources, describes the accounting methods, and provides data quality control and management, reporting formats, and content. This document is applicable to enterprises (units) in the province engaged in solid waste incineration activities such as municipal solid waste, hazardous waste, and sewage sludge for greenhouse gas emissions accounting. This document is also applicable to enterprises that generate electricity from municipal solid waste incineration. This document is not applicable to enterprises that use boilers and industrial furnaces to co-treat solid waste.
