Abstract
This section specifies the functions and design specifications of flicker measurement instruments, aiming to display the correct flicker perception level for all actual voltage fluctuation waveforms. This section lists the information for constructing such an instrument and provides a method for evaluating the severity of flicker based on the output results of flicker meters that comply with this section.
Some content of this section is based on the work of the "Harmonics" working group of the International Electrotechnical Commission (IEC), some is based on the work of the Institute of Electrical and Electronics Engineers (IEEE), and other content is based on the work of the IEC itself. This flicker meter specification involves measurements with an input of 230 V/50 Hz and 120 V/60 Hz; specifications for other voltages and frequencies are under consideration.
