Scope

This standard specifies the requirements for the qualification and evaluation of motor vehicle inspection institutions in terms of organization, personnel, facility environment, equipment and facilities, and management systems.
This standard applies to the qualification and evaluation of motor vehicle inspection institutions that conduct technical inspections on motor vehicles on the road and issue certifying data and results to the public, in accordance with laws and regulations such as the "Road Traffic Safety Law of the People's Republic of China" and its implementing regulations, the "Air Pollution Prevention and Control Law of the People's Republic of China", and the "Regulations on Road Transport of the People's Republic of China". It also applies to the self-evaluation of motor vehicle inspection institutions.
The motor vehicle inspection institutions in this standard include three types of institutions: motor vehicle safety technical inspection institutions, motor vehicle emission inspection institutions, and automotive comprehensive performance inspection institutions.
