Scope
In order to standardize the application of heat metering and corresponding regulation technologies in central heating systems, ensure that the technologies are advanced, economically reasonable, safe and practical, and guarantee the quality of the project, these regulations are formulated. These regulations apply to the design, construction, acceptance, and energy-saving renovation of central heating metering systems in civil buildings. Local authorities should comprehensively consider and scientifically evaluate the climate conditions, economic development, technical level, and work foundation in their respective regions, and determine the technical measures suitable for their local areas. For the design, construction, and acceptance of central heating metering systems, in addition to complying with these regulations, they shall also comply with the provisions of the relevant national standards currently in force.
