This document stipulates the institutions and personnel responsible for the spot-checks of elevator maintenance and operation quality, the implementation of the spot-checks, the filling out of records, the determination of conclusions, the handling of objections, and statistical analysis. This document applies to the maintenance and operation quality spot-checks of traction elevators, hydraulic elevators, escalators, and automatic walkways (hereinafter collectively referred to as "elevators").
