Scope

This document defines the measurement of synchronous phasor, frequency, and frequency change rate, specifies the time scale and synchronization requirements for the three measurement quantities, and also stipulates the methods for evaluating these measurement values under steady-state and dynamic conditions, as well as the requirements for compliance with the standard.
The phasor measurement unit (PMU) defined in this document can be an independent physical unit or a functional module within a physical unit. This document does not specify the implementation methods of PMU hardware and software, nor the calculation methods for phasor, frequency, and frequency change rate.
This document is applicable to synchronous phasor measurement systems used in power systems.
