GB/T 25000的本部分包含下列信息：
——将QME定义为产品质量需求规格说明（带示例）的组成部分的相关要求（见6.2 表1和表2）；
注：产品质量包括系统质量、软件产品质量、数据质量和最终的系统服务质量。
——作为示例的初始QME集（参见表A.1）；
——定义并量化作为QME的产品（目标实体）属性的指南（参见附录B）。
本部分旨在供（但不限于）开发方、需方、产品的独立评价方使用，特别是面向负责定义产品质量需求和产品评价的责任人。当定义拟用来获取质量测度（例如GB/T 25000.22、GB/T 25000.23、GB/T 25000.24中所规定的质量测度）相关的QME时，本部分是适用的。
