本文件规定了普通照明用荧光灯的能效等级、能效限定值及试验方法。本文件适用于如下类型的荧光灯：--额定电压220 V、频率50 Hz交流电源，采用螺口灯头或卡口灯头，把控制启动和稳定燃点部件集成一体，额定功率为3 W~60 W的自镇流荧光灯和额定功率为10 W~60 W的自镇流无极荧光灯；--工作于交流电源频率带启动器的线路且能工作于高频线路，以及工作于高频线路的预热阴极灯（以下简称双端荧光灯）；--具有预热式阴极的单端荧光灯；--额定功率为30 W~400 W的单端无极荧光灯。本文件不适用于带罩的自镇流荧光灯。
