Scope

This part of DB31/T 1028 stipulates the basic principles, evaluation cycle, evaluation elements, evaluation organization, evaluation procedures, and continuous improvement for the standardized operation and management evaluation and improvement of market supervision and management offices (abbreviated as "market supervision offices").
This part is applicable to:
——The administrative departments of industry and commerce of Shanghai, the quality and technical supervision departments of Shanghai, the food and drug supervision and management departments of Shanghai, and the price supervision departments of Shanghai (collectively referred to as "municipal competent departments"), as well as other municipal departments or organizations related to market supervision and management, which conduct evaluations of the standardized operation and management of market supervision offices at the district level in a unified manner;
——The municipal market supervision and management departments at the district level evaluate the implementation of Part 1 and Part 2 of DB31/T 1028 and the performance of market supervision offices in their jurisdictions.
The evaluations of the standardized operation and management of market supervision offices conducted by the municipal governments of various districts in Shanghai can be used for reference.
