Scope

第一条为了规范压力容器安全管理人员和操作人员的考核工作，保障压力容器安全运行，根据《特种设备作业人员监督管理办法》、《特种设备作业人员考核规则》等规定，制定本大纲。第二条压力容器安全管理人员和操作人员是指《特种设备安全监察条例》规定范围内的压力容罪使用单位从事压力容器安全技术、安全管理和直接从事操作工作，其管理和操作行为的后果会影响压力容器安全运行的人员。其中带压密封作业人员、医用氧舱维护管理人员和气瓶充装人员的考核按照相应考核大纲的要求进行。第三条压力容器操作人员分为固定式压力容器操作人员和移动式压力容器操作人员两类，压力容器安全管理人员不分类别。需要取得《特种设备作业人员证》的固定式压力容器安全运行的操作人员，由压力容器使用单位确定，但是必须保证设备运行期间，每班(组)的班(组)长和进行压力容器操作的人员持有《特种设备作业人员证》。简单压力容器中的移动式空气压缩机空气储罐和车辆用容器的操作人员不需要取得《特种设备作业人员证》
