本标准规定了建立术语数据库（简称“术语库”）的建设原则、术语库的类型和信息流程、术语库系统的基本要求、建立术语库的基本过程、术语库的生成和使用、术语库系统的管理与维护、术语库间信息资源共享。
本标准适用于术语库的研究、开发、维护及有关管理工作。在其他涉及术语数据处理的工作中也可参照使用。
