Scope

This document stipulates the general requirements for the discharge of water and air pollutants from fixed pollution sources within the administrative area of Guizhou Province, the control requirements for pollutant discharge, the monitoring requirements for pollutants, and the implementation and supervision requirements. This document applies to the management of water and air pollutant discharge from fixed pollution sources within the administrative area of Guizhou Province, as well as the environmental impact assessment of construction projects, the design of environmental protection facilities, the acceptance of environmental protection upon completion, the management of pollutant discharge after the project goes into operation, and the management of permits for water and air pollutant discharge from fixed pollution sources. This document applies to the discharge of water and air pollutants that is permitted by law. The siting of new emission sources and the management of existing emission sources in special protection areas shall be carried out in accordance with the relevant provisions of laws, regulations, and rules such as the Water Pollution Prevention and Control Law of the People's Republic of China, the Air Pollution Prevention and Control Law of the People's Republic of China, and the Environmental Impact Assessment Law of the People's Republic of China. For fixed pollution sources within the scope of implementation of special pollutant discharge limits, the relevant national or provincial regulations shall be implemented; for fixed pollution sources within the scope of implementation of national or provincial industry pollutant discharge standards, the relevant national or provincial industry pollutant discharge standards shall be implemented; for fixed pollution sources within the scope of implementation of national comprehensive or general pollutant discharge standards, the pollutant discharge limits stipulated in this document shall be implemented.
