本文件适用于以下生产企业进行能耗的计算、考核以及新建和改扩建项目的能耗控制：
a)以煤、天然气、脱焦油和粗脱硫后的焦炉煤气为原料生产甲醇的企业；
b)以乙烯、合成气、煤为原料生产乙二醇的企业；
c)以甲醇为原料生产二甲醚的企业。
