Scope

This standard specifies the basic requirements for public security prevention of civilian explosive material storage facilities, and serves as the basic reference for the design, acceptance, and evaluation of public security prevention measures for civilian explosive material storage facilities.
This standard applies to civilian explosive material storage facilities operated by enterprises, teaching, scientific research, and testing institutions, as well as the People's Liberation Army and armed police forces engaged in non-military engineering blasting activities involving explosive materials.
This standard does not apply to underground explosive material storage facilities in coal mines and non-coal mines.
