Scope

In order to ensure the construction and operation and maintenance of barrier-free facilities in the construction of barrier-free environments, and in accordance with relevant national laws and regulations, these standards are formulated. The construction and operation and maintenance of barrier-free facilities in new, renovated, and expanded municipal and construction projects must comply with these standards. The construction and operation and maintenance of barrier-free facilities shall follow the following basic principles: 1. Satisfy the needs of people with disabilities, the elderly, and others, and eliminate barriers to their social participation; 2. Ensure safety and convenience, while considering economic, environmental, and aesthetic factors; 3. Ensure systematization and effective connectivity among barrier-free facilities; 4. Guarantee the safety, functionality, and performance of barrier-free access facilities, barrier-free service facilities, and barrier-free information exchange facilities through design, selection, acceptance, commissioning, and operation and maintenance; 5. The construction of barrier-free information exchange facilities shall be in line with the level of information technology development; 6. Heritage protection units at all levels shall, where necessary, construct barrier-free facilities without damaging cultural relics. Whether the technical methods and measures adopted in the construction project comply with the requirements of these standards shall be determined by the relevant responsible entities. Innovative technical methods and measures shall be subject to demonstration and meet the performance requirements specified in these standards.
