Scope
为保障无障碍环境建设中尢障碍设施的建设和运行维护,依据国家相关法律法规,制定本规范。新建、改建和扩建的市政和建筑工程的无障碍设施的建设和运行维护必须执行本规范。无障碍设施的建设和运行维护应遵循下列基本原则:1满足残疾人、老年人等有需求的人使用,消除他们在社会生活上的障碍;2保证安全性和便利性,兼顾经济、绿色和美观;3保证系统性及无障碍设施之间有效衔接;4从设计、选型、验收、调试和运行维护等环节保障无障碍通行设施、无障碍服务设施和无障碍信息交流设施的安全、功能和性能;5无障碍信息交流设施的建设与信息技术发展水平相适应;6各级文物保护 单位根据需要在不破坏文物的前提下进行无障碍设施建设。工程建设所采用的技术方法和措施是否符合本规范要求,由相关责任主体判定。其中,创新性的技术方法和措施,应进行论证并符合本规范中有关性能的要求
