Scope
This standard specifies the technical requirements for the initiation and working principles of emergency monitoring for sudden environmental incidents, preliminary identification of pollution situations, emergency monitoring plans, follow-up monitoring, emergency monitoring reports, quality assurance and quality control, and termination of emergency monitoring. This standard applies to emergency monitoring of sudden environmental incidents caused by factors such as the production, operation, storage, transportation, use, and disposal of hazardous chemicals or hazardous waste, as well as accidental factors or irresistible natural disasters, including emergency monitoring of the atmosphere, surface water, groundwater, and soil environments. Note: This standard does not apply to emergency monitoring for radiation accidents, marine pollution incidents, pollution incidents involving military facilities, biological and microbial pollution incidents, or heavy pollution weather. Related emergency monitoring work can be carried out in accordance with relevant technical specifications and standards. Emergency monitoring of radiation accidents caused by factors such as nuclear technology utilization, transportation of radioactive items, and radioactive waste treatment, storage, and disposal facilities or activities shall comply with the requirements of HJ 1155. Radiation pollution incidents caused by nuclear accidents at nuclear facilities and related nuclear activities, marine oil spills, and ship pollution incidents shall be handled in accordance with the provisions of relevant emergency response plans. Emergency monitoring includes two stages: preliminary identification of pollution situations and follow-up monitoring. Subsequent monitoring conducted after the termination of emergency monitoring is not subject to this standard and can be carried out in accordance with relevant technical specifications and standards.
