Scope
This document specifies the basic parameters for describing social environmental noise and explains the basic evaluation process. At the same time, it stipulates the method of evaluating environmental noise and provides guidelines for predicting the potential annoyance response of the public to long-term exposure to various environmental noises. The sound sources can be individual or a combination of various sound sources. The method of predicting annoyance response is only applicable to areas where people live and related long-term land use.
People have great differences in their noise response to different sound sources with the same sound level. This document describes the correction of different characteristic sounds. The term "evaluation sound level" is used to describe the predicted or measured value of an objective sound with one or more correction values added. Long-term social responses can be evaluated according to these evaluation sound levels.
Noise is evaluated in the form of individual or combined sounds. When necessary, the competent authorities may consider its pulse characteristics, tuned characteristics, and low-frequency characteristics, as well as different types of road traffic noise, other forms of transportation noise (such as aircraft noise), and industrial noise.
This document does not stipulate the limit values of environmental noise.
Note 1: In acoustics, several different physical quantities used to describe sound (such as sound pressure, maximum sound pressure, and equivalent continuous sound pressure) can be expressed in terms of sound level in decibels (dB). For the same sound, these physical quantities often have different sound levels. This often causes confusion. Therefore, it is necessary to specify the basic physical quantities (such as sound pressure level, maximum sound pressure level, and equivalent continuous sound pressure level).
