本标准适用于如电阻器、熔断器、继电器、接触器、变压器、旋转电机及类似电气设备组合（例如成套设备）端子的标识与标志，也适用于某些特定导体终端的标识。本标准规定了用特定颜色或字母数字来标识导体的一般规则，以避免混淆，确保安全。这些导体颜色或字母数字用于电缆或芯线、母线、电气设备和装置。
基础安全出版物主要用于技术委员会在制定按照IEC指南104和ISO/IEC指南51规定原则研制的出版物时引用。
本标准不适用于制造商或认证机构。技术委员会的职责之一是，在适用情况下制定标准时引用基础安全出版物，具体引用或列入相关出版物的情况除外。
