Basic Information
Scope
This section specifies guidelines for the operation and control of microgrids. The microgrids referred to herein are medium- and low-voltage AC power systems that include distributed energy resources (DER) and loads, but do not include DC microgrids.
Microgrids are divided into independent microgrids and grid-connected microgrids.
Independent microgrids have no electrical connection to the public power system and only operate in islanded mode.
Grid-connected microgrids can be connected to the public power system as a controllable unit and can operate in the following two modes:
——Grid-connected mode;
——Islanded mode.
The guidelines proposed in this section aim to improve the safety, reliability, and stability of microgrids.
This section applies to the operation and control of grid-connected and independent AC microgrids, including:
——Operation modes and mode transitions;
——Control and energy management systems of microgrids;
——Communication and monitoring processes;
——Electric energy storage;
——Protection principles, including: protection of independent and grid-connected microgrids, anti-islanding protection, synchronization and reclosing, power quality;
——Debugging, maintenance, and testing.
