This document is applicable to the preparation of forest land protection and utilization plans at the county-level administrative regions across China. Forestry bureaus under the jurisdiction of Inner Mongolia, Jilin, Heilongjiang, Daxinganling, Changbai Mountain, Yichun Forestry Industry Group, and forestry stations under the jurisdiction of Xinjiang Production and Construction Corps may refer to this document for guidance in preparing their own forest land protection and utilization plans.
