本文件规定了全球法人识别编码（LEI，Legal Entity Identifier）的最小组成元素，以便识别与金融交易相关的法定实体。本文件适用于法定实体，包括但不限于在法律上或财务上对履行金融交易负有责任的特定方，或具有独立签订法律合同权利的特定方，无论其是以公司形式还是以其他方式成立的（如信托、合伙、契约）。本文件还适用于政府机构、国际组织、从事商业活动的个人及国际分支机构（见3.5）。本文件不适用于自然人。LEI是为自动化程序设计的。适当时，LEI也可用于其他媒介的信息交换（例如纸质文件交换）。注： 符合条件的法定实体包括但不限于：--银行和财务公司；--国际分支机构；--所有为其他资本结构发行股票、债券或其他证券的机构；--其他金融中介机构；--所有在交易所上市的公司；--所有进行金融工具交易的机构或参与金融交易的法定实体，金融交易包括商业实体、养老基金、投资工具（如伞型或子基金层面的集体投资基金）和其他具有法律形式的特殊目的实体；--所有纳入金融监管范围的法定实体及其附属公司、子公司和控股公司；--个体经营者（作为从事商业活动的个人的一个示例）；--金融交易对手方。
