By providing a standard method of representing power system resources using object classes, attributes, and their relationships, CIM facilitates the integration and interoperability of energy management system (EMS) applications independently developed by different manufacturers, the integration of multiple independently developed complete EMS systems, and the integration between EMS systems and other systems involved in different aspects of power system operation, such as power generation or distribution management systems. SCADA systems need to be modeled to the extent that supports communication between power system simulation and control centers. CIM facilitates integration by defining a common language (i.e., semantics) based on CIM, enabling these applications or systems to access common data and exchange information without relying on the internal representation of information.

1.1 Overview
This document specifies a file format used to describe the configuration and parameters of intelligent electronic devices (IEDs), communication systems, switchyard (functional) structures, and the relationships between them. The main purpose of this format is to exchange IED capability descriptions and substation automation system descriptions in a compatible manner between IED engineering tools and system engineering tools provided by different manufacturers.
The language defined in this document is called Substation Configuration Description Language (SCL). The IED and communication system models in SCL comply with GB/T 42151.5—2022 and IEC 61850-7-x. In appropriate sections, SCL-specific extensions or usage rules may be required.
The Substation Configuration Description Language is based on Extensible Markup Language (XML) version 1.0 (see the XML entry in Chapter 2).
This document does not specify individual implementations or products that use this language, nor does it constrain the implementation of entities and interfaces in computer systems. This document does not specify the format of configuration data downloaded to IEDs, although it can be used as part of the configuration data.
