This regulation applies to the design, manufacture, modification, repair, and use of yard trucks, as well as their inspection. This regulation does not apply to the operation of yard trucks on roads as stipulated in the "Road Traffic Safety Law of the People's Republic of China".

This regulation applies to seamless gas cylinders, welded gas cylinders, cryogenic insulated gas cylinders, fiber-wound gas cylinders, gas cylinders with internal packing, and gas cylinder bundles (Note 1-2) used for storing compressed gases, high/low pressure liquefied gases, cryogenic liquefied gases, dissolved gases, adsorbed gases, mixed gases (Note 1-2) and liquids with a standard boiling point equal to or lower than 60℃; large-capacity gas cylinders for long-tube trailers, tube-type containers, and fire-extinguishing gas cylinders shall comply with the general provisions, materials, design, and manufacturing requirements of this regulation. Long-tube trailers and tube-type containers shall also meet the requirements of the "Safety Technical Supervision Regulations for Mobile Pressure Vessels". Large-capacity gas cylinders with a volume greater than 3000L and less than or equal to 5000L may refer to the relevant provisions of this regulation for implementation. The gas cylinders referred to in this regulation include the cylinder body and gas cylinder accessories. The main categories, types, and designations of gas cylinders covered by this regulation are listed in Annex A. This regulation does not apply to fire-extinguishing gas cylinders that only withstand instantaneous pressure during fire extinguishing, as well as portable dry powder fire-extinguishing gas cylinders, water-based fire-extinguishing gas cylinders, brazed structure gas cylinders, and gas cylinders used in military equipment, nuclear facilities, aerospace vehicles, railway locomotives, offshore facilities and ships, underground mines, and civil airport-specific equipment.
This regulation applies to steam boilers, hot water boilers, and organic heat carrier boilers within the scope of the "Special Equipment Catalogue".
This rule applies to the supervision and inspection of the manufacturing process of the following pressure pipe components within the scope specified in the "Special Equipment Catalogue": submerged arc welded steel pipes, polyethylene pipes; gas pressure regulating devices, temperature and pressure reducing devices, prefabricated pipe sections, and flow meters (housing) in component assembly devices. This rule also applies to the supervision and inspection of the following construction processes of pressure pipes within the scope specified in the "Special Equipment Catalogue": installation process; modification or major repair (except for pipeline construction processes during emergency repairs), and the process of replacing the total length of pipes carrying the same medium with more than 100 meters at one time.

The licenses of the units engaged in the design, manufacture, installation, modification, repair, and filling of special equipment used within the territory of the People's Republic of China shall be subject to these rules
