Abstract
This document provides guidance on how to consider consumer needs during the process of service standard setting, which can be used by all personnel involved in service standard setting and can be applied to all services. This document is applicable to all stages of service activities, whether a formal contract has been signed or a settlement has been made. This document is also applicable to public services and charitable services, such as education and medical care, where transactions may not occur. This document applies to service provision, but not to specific management systems or professional competence requirements.
