本文件规定了光纤通信系统（OFCS）安全运行与维护的要求和具体指南。在OFCS中，光可能到达发射设备范围之外和/或延伸至距离光源很远的位置。
本文件要求对OFCS中每个可达位置的危险等级进行评估，而不是按IEC 60825-1进行产品分类。本文件适用于已安装在OFCS中的工程化的端到端总成，用于发射、传输和接收来源于激光器、发光二极管（LED）或光放大器产生的光辐射，以光纤传输的方式达到通信或控制的目的。
