Scope
This standard is applicable to guiding lead and zinc smelting units in filling out the "Application Form for Pollution Discharge Permit" and submitting relevant application information in the National Pollution Discharge Permit Management Information Platform Declaration System, and to guiding the issuing authorities in reviewing and determining the permit requirements for lead and zinc smelting industries. This standard applies to the management of air pollutants and water pollutants discharged by lead and zinc smelting units that mainly use lead concentrate, zinc concentrate, or mixed lead and zinc concentrates as raw materials. However, it does not apply to lead and zinc smelting units that independently use secondary lead and zinc resources as raw materials, or to units that produce recycled lead, recycled zinc, and rolled products made from lead and zinc materials. For lead and zinc smelting units that discharge industrial wastewater and waste gas or toxic and harmful air pollutants as stipulated by the state, but are not covered by this standard, they shall refer to the "Technical Specifications for Application and Issuance of Pollution Discharge Permits - General Provisions". Before the release of the "Technical Specifications for Application and Issuance of Pollution Discharge Permits - Boiler Industry", hot water boilers and steam boilers with a capacity of 65 t/h or less shall refer to this standard for implementation. After its release, they shall follow the provisions of the new standard.
