HJ 863.3-2017 HJ 863.3-2017 Emission permit application and issuance technical specifications for non-ferrous metals industry - copper smelting

Scope

This standard is applicable to guiding copper smelting units in filling out the "Application Form for Pollution Discharge Permit" and submitting relevant application information in the National Pollution Discharge Permit Management Information Platform. It is also applicable to guiding issuing authorities in reviewing and determining the discharge permit requirements for copper smelting units. This standard applies to copper smelting units that use primary ores or copper concentrates as their main raw materials, and does not include the management of air and water pollutant discharge permits for recycled smelting units that use scrap copper materials as their raw materials. For copper smelting units that discharge industrial wastewater, waste gas, or toxic and hazardous air pollutants as specified by the state, but are not covered by this standard, their other pollution-emitting facilities and discharge outlets shall be implemented in accordance with the "Technical Specifications for the Application and Issuance of Pollution Discharge Permits - General Provisions". Before the release of the "Technical Specifications for the Application and Issuance of Pollution Discharge Permits - Boiler Industry", hot water boilers and steam boilers with a capacity of 65 t/h or less shall refer to this standard for implementation. After its release, they shall follow the provisions of the new standard.
